I made it explicitly clear I didn't want to do anything with her because of the age issue but we flirted nonetheless. The content of our conversations mostly included our mutual enjoyment of BDSM type experiences though I did do things like call her sexual slurs and one time instructed her to masturbate.
None of this happened on screen and was entirely done by telephone calls and instagram messages. Looking back, I'm nearly positive I crossed a line without even touching her. I would say yes it is illegal because the male is 20 years old, he is in effect grooming the girl of 13 years old whether she is consenting to it or not. It is wrong and I would say that a law is being breached in this situation.
The best thing to do is just block all contact between this individual and your neice. The male is an adult, and your neice is a minor in pretty much every country.

Send emails to the people he has friended asking them if they know they are friends with a pedophile. Hopefully nothing has happened and they guy has committed no crimes and I would HOPE a visit from the local police would cause him to straighten up and stop this foolishness.
